All TPNA activities are conducted by the Creekside Center for Earth Observation, San Francisco Recreation and Parks Department, and the Golden Hour Restoration Institute. All SBM activities are conducted by San Mateo County Parks. All herbicide use by SFRPD is conducted as part of a rigorous integrated pest management strategy that is closely scrutinized by the San Francisco Department of the Environment. This IPM strategy only uses herbicides as a last resort when alternative management strategies (i.e., physical removal, etc.) are determined to be infeasible. Herbicide use is carefully restricted to the minimum effective dose that will be effective against the target weed species. San Mateo County Parks' Integrated Pest Management program emphasizes judicious and targeted herbicide use only when required for effective management of invasive and weedy species that cannot be tolerated: https://www.smcgov.org/parks/san-mateo-county-parks-integrated-pest-management-program.

Seeds are both scarified and processed in a Thumbler’s rock tumbler to ensure quicker germination during wet years, and are left untreated and seedbanked during dry years. Additionally, MBB nectar seeds are broadcast in open grasslands and restoration areas to bolster food sources for MBB. Social trails are monitored and closed as needed for conservation efforts. Some work at San Bruno Mtn., Twin Peaks Natural Area (TPNA), Wolfback, Milagra Ridge, Ft Baker, and Slacker Ridge. Some work is contract (SBM) other is NPS. Work conducted on both spp, 2018, 2019. Partially Complete Other National Park Service, U.S. Fish and Wildlife Service, Endangered Species Division, Other Research: Population Assessment Labor type not yet selected Stu Weiss of Creekside Science developing a metapopulation model for mission blue butterfly. NPS worked with Stu Weiss/Creekside for metapopulation model of Milagra Ridge ($15-20 k). And Stu is in process doing metapopulation analysis for the Marin Headlands ($13,500). Creekside Science applied the Hanki metapopulation model to MBB at Milagra Ridge, and developed a robust model that can be applied to other sites like San Burno Mountain to evaluate metapopulation viability (one of the criteria for downlisting). The model is being expanded to Marin Headlands and Sweeney Ridge. The insights from the model suggest more efficient monitoring methods aimed at establishing occupancy patterns and extinction/recolonization dynamics across large areas (such as Marin Headlands) as opposed to intensive abundance measures at a limited number of sites. The modeling can guide criteria for number and size of lupine patches and interpatch distances for viable metapopulations.

SFRPD also commissions lupine inventories every 6 years to monitor the health of MBB habitat. NPS-GGNRA working with Coast Ridge Ecology on MBB monitoring (~$35k/yr.). NPS staff supplement this work with at least an equal amount of staff time (~$35k). GGNRA monitors Milagra Ridge and Montara Mtn. for SBE larvae annually at a cost of $10k annually. San Bruno Mtn HCP requires annual habitat surveys and biannual butterfly survey for mission blue and San Bruno elfin. Mission blue also monitored annually at SFPUC and GGNRA. San Mateo County Parks monitors MBBs in odd years - most recently adult surveys were carried out in 2023. Habitat is mapped and monitored on an ongoing basis, though no protocol level host plant monitoring is carried out on an annual basis. Natural resource staff surveys for threats to butterfly habitat on an ongoing basis and addresses various weed infestations on an annual basis.

Focus is on Mission Blue and its food plant, as opposed to Elfin. All TPNA activities are conducted by the Creekside Center for Earth Observation, San Francisco Recreation and Parks Department, and the Golden Hour Restoration Institute. All SBM activities are conducted by San Mateo County Parks. All Milagra Ridge activities are conducted by Golden Gate National Recreation Area staff. As part of his master's thesis work, a former San Mateo County Parks natural resource specialist, Sean Correa, recently created a MaxEnt spatial distribution model for Sedum populations across the SBE range. The model identified multiple landscape-level factors which can be used to predict the presence of Sedum. San Mateo County Parks has mapped the distribution of silver and summer lupine across San Bruno Mountain, from this data they infer appropriate growing conditions for the different host plants of the MBB which is used in deciding where to outplant or seed host plants. Lupine has also been mapped in coordination with consultants such as Creekside Science and Nomad Ecology (for pilot grazing program).
