A total of 12 broods were released with a Texas foster parent in the Secundino area of BANWR. Masked bobwhite were used as foster parents for 17 broods released in the southeastern part of the refuge, spatially separate of the chicks cross-fostered with Texas birds. Masked bobwhite adults allowed for an increase in the number of chicks released and for the collection of observational data focused on the survival of pen-raised masked bobwhite parents and their foster chicks. Information is being used to determine if pen-raised masked bobwhite foster parents are a reasonable alternative or augmentation to the more difficult to acquire and more expensive Texas northern bobwhite. Birds were released in areas scoring as suitable habitat as characterized by the modified Texas Quail Index.

Over 21,000 masked bobwhite have been released. Releases were put on hold from 2004-2010 due to the recommendations made by the wildlife and habitat management review team in July 2004. A minor release took place in 2010 and another in 2011. This is a release of older surplus birds (not needed for propagation). 15 radio transmitters were mounted on the birds for tracking purposes. An additional release will take place in late September 2011. This will be of 5 week old parent-reared birds.

Overall percent survival was 13%. Survival differed between masked bobwhite chicks bonded with wild northern bobwhite and captive masked bobwhite at 28% and 4%, respectively. Call-box approach: The longest post-release survival of a marked bird was 1 month. One hundred forty-nine of the 259 birds survived the 3-week conditioning process. Birds were >3 years old and maintained in captive enclosures prior to the conditioning process. The primary objective was to reduce the number of birds >3 years of age in the captive population. Secondary objective was to establish birds in the wild. Results could improve with younger birds.

Twelve birds (one overwintering covey) were the result of masked bobwhite foster parents. Overall percent survival at covey breakup was 6%. Survival differed between masked bobwhite chicks bonded with wild northern bobwhite and captive masked bobwhite at 11% and 3%, respectively. Chicks are difficult to count due to their elusive nature. This could result in an estimated that is biased low. The overall survival was less than 2018, likely in part due to releasing two-week old chicks as opposed to three-week old chicks. In 2020, we plan to release three-week old chicks again to attain higher survival. In August 2019, masked bobwhite reproduction in the wild on BANWR occurred for the first time in over 30 years (documented via wildlife camera).

In FY19, prescriptions with potential to improve quail habitat will be experimentally placed on the landscape.

Resource objectives were to optimize habitat for priority species (masked bobwhite), promote a natural abundance and diversity of wildlife species, promote a 15-30% overstory of shrubs and brush species (enhance masked bobwhite habitat), conduct a cold season burn in a mosaic pattern to promote spring forbs and early abundance of invertebrates (masked bobwhite food), and help control the spread of potential wildfire in Lehmann's lovegrass dominated uplands (help protect an existing masked bobwhite population located northeast of the burned unit). These objectives were met. An additional 900-acres in the South Border Unit of the refuge were also planned for burning, but this was postponed (not accomplished during FY19) because conditions were not optimal to conduct the burn and meet the resource objectives. Monitoring was conducted by refuge staff using photo points.

In addition, an inventory of all water sources on the refuge was done by volunteers which shows locations, names, GPS coordinates, condition and what needs to be done to repair or restore the water source.

Work was accomplished primarily by volunteers under the leadership of a 1-year habitat SCA. Work involved half-cutting or thinning mesquite, building rock dams to slow water loss and erosion in watershed subdivisions, and sewing native seed pre-monsoon to enhance diversity and cover of native shrubs, bunchgrasses, and forbs. The acreage completed fell short of established goals due to staff shortages. We expect to meet this goal when completely staffed.

Three more were placed in Secundino and near Canoa wash in FY19. If rainfall is insufficient, tanks can be filled via fire tender. In summer FY19, two waterers built off of existing wells (Tully and Carpenter) were developed to provide a trickle of water amidst brushy vegetation where releases were occurring or had occurred. Limited Gambel’s and scaled quail use has been documented and no masked bobwhite via wildlife camera. Increased monitoring is needed to determine the contribution of these sites.

Following monsoon rains sediment accretion was observed on the upstream edge of the rock dams, indicating they performed as expected. Newly seeded test plots had minimal germination following the first monsoon post-planting. A stronger response may occur in future years as seeds may germinate when conditions are more favorable. No birds occupied the landscape near the half-cut areas. A prototype quail drinker was installed and monitored for two months via wildlife camera. No quail were observed using it.

Released quail were observed in treated areas after release. The majority of rock dams showed sediment accretion and increased moisture and plant growth. Casual observational monitoring at areas planted with native seed using the seeder attachment showed little success. Success level may be linked to rain or quality of the seeds. Plots with desert-adapted species may show success (i.e., germination) in future years due to delayed germination. • Using a modified version of the National Park Service’s Uplands protocol baseline vegetation data was collected on ten acres of native seed and grain crop test plots followed by fall monitoring. Data are in electronic form and awaiting QA/QC and analysis. • Prescribed burns were monitored using photo points before and after the burn. • Three of 4 tank style quail waterers, 1 of 3 well style waterers, all 4 overwintering covey sites and 2 barrel feeder sites were monitored with wildlife cameras.

Beginning November 2018, four known coveys were provided supplemental milo seed. Seed was provided at a rate that allowed availability at all times but not dense enough to promote mold (1-2 times/week). One of these coveys moved onto Forest Service land to the east and where lost. In February, a fifth covey was discovered with the help of bird dogs. Adult captive masked bobwhite with transmitters were released to track the covey and feed was provided. Two coveys were in the southeastern part of the refuge, and the other 3 were in Secundino. In April, they began to break up but the feeding location was maintained through June. Before break-up, birds were observed under bushes where seed had been placed. Crop analysis indicated birds were eating milo as well as native seeds and insects.

The refuge completed a project, under cooperative agreements, with the U of AZ and TX A&M Univ.to determine the genetic status in the captive population. Also, we are comparing the genetic make-up among the captive birds with the wild and historical specimens. Wild birds were captured and translocated to the Refuge in 1999, but all were release into the wild. The captive population is in great need of new genetic material. New birds need to be captured in the wild to add to the flock. Refuge personnel are searching central Sonora, Mexico, in hopes of finding adequate numbers of birds for infusion of new genetic material into the captive flock.

FY20 will be the first year of the Refuge Operations Specialist position at BANWR, with the goal of coordinating, managing and implementing bobwhite habitat restoration projects on the refuge.

In summer 2005, 3 experimental discing plots were established alongside some aerated plots. Since that time aeration has become a regular quail management. In 2011 100.1 acres were aerated in Road Camp Unit. Aeration is similar to discing, but with reduced ground disturbance. A pasture aerator is used which has drums possessing a spiral array of 9 inch knives which puncture the ground, allowing water to penetrate further. It is a standard technique in game bird management.

They are interested in displaying Masked Bobwhite and in the potential for breeding birds in the future if they can develop the facilities to do so. Reid Park Zoo will discuss renovation of existing facilities with the hope of accepting MBQ for display during 2020. • Between December 2017 and March 2018, seven golf courses within the MBQ historic range were broadly assessed for suitability as potential release sites. • Of the seven courses assessed, three golf courses were identified for further habitat analyses. In September 2018, Brenda Zaun, Lacrecia Johnson and Rebecca Chester conducted a habitat assessment using the same habitat evaluation tool that is used by the quail biology staff at Buenos Aires NWR (modified Texas Quail Index). Six habitat attributes and their corresponding values were used to calculate the overall total score for each site. Two courses ranked "good" and one ranked "fair" based on the habitat assessment results. Discussions with all three golf course managers occurred prior to conducting the habitat assessment and all were supportive of potential MBQ releases. Completed and distributed in November 2018.

Additional institutions were conceptually approached with this idea, as birds they might produce would currently be used in the potential Green Space reintroduction effort, which will begin in FY21. Beginning November 2018, four known coveys were provided supplemental milo seed. Seed was provided at a rate that allowed availability at all times but not dense enough to promote mold (1-2 times/week). One of these coveys moved onto Forest Service land to the east and where lost. In February, a fifth covey was discovered with the help of bird dogs. Adult captive masked bobwhite with transmitters were released to track the covey and feed was provided. Two coveys were in the southeastern part of the refuge, and the other 3 were in Secundino. In April, they began to break up but the feeding location was maintained through June. Before break-up, birds were observed under bushes where seed had been placed. Crop analysis indicated birds were eating milo as well as native seeds and insects.

Landowners expressed the desire to have captive stock moved to Sonora, Mexico prior to additional fieldwork being conducted. Grant funds were returned by the museum to Arizona Field Ornithologists.

Camou ranch desires captive facility to be established in Sonora prior to additional field work. Working with Mexican biologist and Camou family to transfer birds from the U.S. or Africam Safari to a captive facility in Sonora. Birds will serve as a source for future releases on the Camou ranch and elsewhere in Sonora.

There has been much interest in the the masked bobwhite, but not consistent enough. There needs to be a stronger relationship with the media and the bobwhite program. Relationships with Mexican media need to be developed, as well in order to garner support for the species in Mexico.
